Darien River Bridge Replacement: What the Waterfront Can Expect

On September 29, 2026, the Georgia Department of Transportation's P3 Division posted bid results for replacing the US 17/SR 25/SR 99/North Walton Street bridge over the Darien River. Scott Bridge Company, Inc., working with Michael Baker International Inc., ranked as the apparent Best Value proposer with a total price of $74,974,400. The bridge being replaced dates to 1944, about when Darien became home port to one of Georgia's largest shrimp boat fleets.

Most of the public argument over this bridge was about the road, and that argument was largely settled years before anyone bid. The part still ahead is the riverfront under and beside the bridge. Darien Waterfront Park, the McIntosh County Industrial Development Authority docks and the river channel will be working around a construction site for years. When the bridge is finished, it will add things to that riverfront that the 1944 span never had.

How the road question got settled early

In 2022, the plan on the table included a much longer closure. That summer WTOC talked with people downtown about it, including Chad Simpson, owner of Zio Carlo, and Susan Fell of Molly Jane's. Both described how much the businesses near the bridge depend on through-traffic. By December 2022, GDOT had released a revised plan. Kat Hoyt, President and CEO of the Darien-McIntosh Chamber of Commerce, told WTOC that going from a three-to-five-year closure to about 30 days was a major relief, because local businesses rely on workers who commute between Darien and Brunswick. The Brunswick News covered the same debate. State Rep. Buddy DeLoach and Glynn County Commissioner Bill Brunson opposed a long closure, and Mayor Hugh Hodge pushed GDOT to change its original plan.

Under the current design, the bridge is built in phases. Two-lane, two-way traffic stays on it for most of construction. GDOT expects the bridge and the SR 25 intersection with Broad Street and Fort King George Drive to close for no more than 30 days, weather permitting. The agency also says it will challenge contractors to shorten that window. No date has been set for the closure. GDOT says the design-build team must give the public 30 days' notice, and the agency will coordinate with local governments, EMS, fire and police before any detour goes into effect.

For drivers, the detour comparison is short. The Brunswick News measured the US 17 drive from Darien to Brunswick at 16.9 miles and the I-95 route at 19.7 miles. A route using I-95, GA 99 and US 17 also came to 16.9 miles. A single month of detours is a real inconvenience. Everything else happens at the water's edge and lasts much longer.

What the bid sheet shows

GDOT's Best Value system scores the technical proposal for 40 percent of the result and price for 60 percent. Two teams were found responsive.

Proposer Technical score Price score Best Value score Total price
Scott Bridge Company, Inc. w/ Michael Baker International Inc. 341.80 600.00 941.80 $74,974,400.00
Balfour Beatty Infrastructure, Inc. w/ AtkinsRealis 336.75 403.80 740.55 $111,404,121.46

The technical scores were close, and price decided it. The leading proposal is also well under GDOT's own number. As of October 14, 2025, the agency's project database estimated construction at $120,871,670.84. The proposal from Scott Bridge and Michael Baker comes in about $46 million under that estimate.

"Apparent" matters in that title. GDOT defines a Best Value letting as the step where price proposals are opened and the apparent Best Value proposer is identified. As of September 30, 2026, the construction contractor, contract amount and notice-to-proceed fields in GDOT's project record are still blank.

Under the bridge, where the work lands

The new bridge is shifted west. GDOT's approved June 2026 design calls for a bridge about 1,441 feet long and 54 feet 8 inches wide, moved roughly 39 feet 10 inches west of the current alignment. Crews will build part of the new structure on the west side while two-way traffic stays on the old bridge. The west side is also where the park's boardwalk runs under the bridge along the river.

GDOT addressed Darien Waterfront Park and the docks directly in its 2023 responses to public comments.

Spot During construction After construction
Waterfront Park lot by the bridge: four standard spaces and one ADA space Closed and used for construction access Temporary closure
Staircase beside the east side of the bridge Closed Permanently removed
Main staircase through the center of the park Open, with a temporary ADA ramp added Open
Boardwalk west of the bridge, running under it Closed to the public for safety Temporary closure
McIntosh County IDA dock pavilion Moved temporarily so the remaining slips can be reached Returned to its original spot
IDA boat slips About half removed Replaced

On the river, GDOT says the Darien River stays open to boats because it is a Coast Guard-designated navigable waterway. Navigation may stop briefly while beams are set. Neighbors also raised construction noise and lighting in the comment period. GDOT said it would look at contract terms limiting some overnight work when possible.

The schedule explains why the waterfront feels this more than the roadway. The approved design report estimates 48 months of construction. GDOT says construction activities are expected to start in 2027. The full road closure is capped at about a month. The park and dock changes in the table, by contrast, follow the whole construction schedule. GDOT says it chose design-build partly to shorten construction, so the selected team's own schedule could change that 48-month figure.

What the waterfront gets back

The 1944 bridge was built for cars. The new one adds two things for people on foot and on the water.

The first is room to walk and bike. The bridge will carry a shared-use path and a sidewalk. The approved design puts an 8-foot shared-use path on the southbound side.

The second is a place for the Blessing of the Fleet. The fact sheet describes a small platform at the center of the channel on the east side of the bridge, built for the city's annual Blessing of the Fleet. GDOT's 2023 comment letter says stakeholders asked for the platform, and the project hub still lists it as built at the community's request. In a town where the shrimp fleet runs on its own calendar, a replacement bridge was designed around one of its ceremonies.

The finished bridge also changes what you see from the park. The east staircase next to the bridge will be gone for good. The main center staircase becomes the way down to the water during construction and afterward.

The sequence from here

Here are the steps GDOT has published so far, with dates where it has given them:

  1. May 29, 2026. The project's environmental document was approved.
  2. August 20, 2026. The State Transportation Board's materials placed the project in the September 2026 letting as a design-build job.
  3. September 18, 2026. This was the scheduled letting date.
  4. September 29, 2026. Bid results were posted, with Scott Bridge Company and Michael Baker International as apparent Best Value proposer.
  5. Next, no date yet. A contract award and notice to proceed, then final design. Under design-build, design and construction can overlap under a single contract.
  6. 2027. Construction activities are expected to begin.
  7. No date set. The bridge closure of up to about 30 days, announced at least 30 days ahead.
